emerge htpdate results in:
  >>> Install htpdate-0.9.0 into /var/tmp/portage/htpdate-0.9.0/image/ category net-misc
  dodoc: CHANGES does not exist

It seems in this version of htpdate CHANGES has been renamed to Changelog in the tarball.
