$ ls -l /usr/bin/*splitvt*
-rwxr-xr-x  1 root root 41652 Dec 31 21:16 /usr/bin/splitvt
-rwx--x--x  1 root root   213 Dec 31 21:16 /usr/bin/xsplitvt

Reason:
Inside the tar.gz, the "xsplitvt" script has these permissions, and, when installing, "mv" is used, instead of "install", and no chmod is done.

Reproducible: always, on any arch.
