The current stable version c-ares-1.2.0 only creates a static library. When programs like curl are compiled with USE=ares the mix of static and non-static libraries creates a TEXTREL causing hardened systems to fail.

Request that c-areas-1.3.0 be given stable keywords for the benefit of stable hardened gentoo users.

TEST case:

c-ares is a DNS library. Compile curl with USE=ares.

run: curl http://www.gentoo.org
if the DNS resolves www.gentoo.org and curl fetches the webpage to stdout then c-ares successfully resolved the domain name.
