I have:
[ebuild   R   ] app-editors/kile-1.8.1-r1  +arts -debug -kde -kdeenablefinal -xinerama 0 kB

The help sub-system is not complete. When I want help (Help->Kile Handbook)
or user help (Help-> USer help) no information is found.

In the first case "no service khelpcenter is not found" error message occurs.
In the second case no menu option is available.

I realize I have the USE set to -kde. Can't these dependencies be indicated
via the USE flags? Say with docs?

Hi,

I attempted to recompile kile with USE="kde" as is shown below but
I still have the problems I indicated above. Is this a bug?

Does `emerge khelpcenter` help you? :)

Partially yes. Help->Kile Handbook now works correctly. 
Maybe this should be added as a dependency?

Help-> User help however still produces an empty menu.

It's an optional runtime dependency most people either don't want to have or don't notice, because they install KDE as a whole. And introducing a new use flag for this and adding it to every single KDE application is a bit over the top.

Use Settings -> Configure Kile -> Help > [Configure button] to add documentation.
