karamba-news_panel still depends on the old x11-misc/superkaramba package, then when you perform a emerge -uavDt world the superkarmaba packages are blocking to each other.

Fixed in cvs. Either x11-misc/superkaramba or kde-base/superkaramba should fill this dependency now.
