When trying to emerge ffmpeg with USE=aac, I get the following:

These are the packages that I would merge, in reverse order:

Calculating dependencies \
emerge: there are no ebuilds to satisfy "media-libs/libmp4v2".
(dependency required by "media-libs/faad2-2.0-r9" [ebuild])

If I USE=-aac, it proceeds as normal.
