Not a bug, just was confusing why whatis and apropos didn't return anything. To me it stands to reason that having a whatis database means wanting it rebuilt regularly.
So in that case just uncomment that line. Personally, I prefer making the decision to have the whatis database built on my own, and have the default be not to do so. Red Hat used to frustrate me when my disk activity would suddenly skyrocket as the database was being (re)built. I believe the reasoning is that the pieces are put in place for you to use, we just haven't thrown the switch to turn it on.
I think beter use: makewhatis -u Why we can remove it from cron and add it into emerge proces? Rokas
