2005q version of tzcode and tzdata are available at
ftp://elsie.nci.nih.gov/pub/tzcode2005q.tar.gz and
ftp://elsie.nci.nih.gov/pub/tzdata2005q.tar.gz.

This update isn't particulary important as the promised 2005r won't be. Please
feel free to ignore it.

I'll keep reporting them for the sake of information if not for efective upgrade.
