When installing libsndfile (1.0.12) (as requirement for sweep), it intends to
pull in flac as well. "flac" is set as RDEPENDS in libsndfile.
However, it seems to install AND run quite fine even when flac is not installed.
So, I think it's not correct to have it unconditionally pulling in flac.

Can we modifiy the libsndfile ebuild to use the existing flac USE flag? Pull in
flac if the USE flag is set and ignore it otherwise.

Added patch to make flac dependency optional, and added flac useflag.
