ebuild(5) says:

use [USE item]
  If [USE item] is in the USE  variable,  [USE  item]
  will  be echoed and the function will return 1.  If
  [USE item] is not in the USE variable, the function
  will return 0.

the opposite is true: if the item is in the USE variable, the function returns
0, and 1 otherwise.
