Summary says it all.

Reproducible: Always
Steps to Reproduce:
1. USE=-fastcgi emerge lighttpd -Dp
Actual Results:  
Emerge both lighttpd AND fcgi.

Expected Results:  
Emerge only lighttpd.

Remove test from your use flags.

Would imagine the test related to fcgi being skipped, leaving the package out.
