nbsmtp blocks ssmtp but ssmtp does NOT block nbsmtp

Reproducible: Always
Steps to Reproduce:
1. emerge ssmtp
2. emerge nbsmtp
3. emerge ssmtp

Actual Results:  
These are the packages that I would merge, in order:

Doesn't matter w/ >=portage-2.1.2_rc3-r2.
