This is an upstream issue.
Running the gnome volume properties will start it, and your session should restart it each time. If you session is not restarting it, it's because you told your session to not save state anymore, and it's not gnome's fault at that point. Forcing it it start initially without running the properties would be an upstream issue, of course.
