emerging Net-DNS or HTML-Template, for example, install 
into /usr/lib/site_perl/5.6.1, when this isn't on perl's list of INC paths -- 
so it can never find them.

Default INC paths from my 5.6.1 install.

remerge ExtUtils-MakeMaker then remerge the modules you need
