russian symbols replaces with there codes in music file replace dialog

i`m reporting here because i don`t know which application to choose in kde   
bugzilla. this is kde-3.5rc1 ( older versions too ). locale is uk_UA.UTF-8   
( but on koi8 locale too ). i think kdeaddons or/and kdemultimedia must be  
installed  

Reproducible: Always
Steps to Reproduce:
1. copy any mp3 file with russian symbols in name to any tmp dir  
2. try to copy file with same name to tmp dir with konqueror 
  
Actual Results:  
you will see dialog window like one on screenshot 

Expected Results:  
the must be russian letters unstead of %666 codes
