I upgraded trac today using emerge from 0.8.4 to 0.9.0.  The emerge /
webapp-config process removed the old trac.cgi and didn't install a new one. 
Most of the directories in /usr/share/webapps/trac/0.9 are empty.

Please set the cgi USE flag to get trac.cgi.

That does fix it, thanks.  My $0.02 is it seems odd that by default emerging
trac doesn't leave it in a functional state.

"by default" doesn't mean anything. Each user can define his own set of USE  
flags the way he wants. Trac can be used, even with -cgi: using tracd or with  
apache + mod_python...
