The Cryptix JCE is provided in terms of snapshots.  The codebase has changed
since July of 2004, so there should be a bump.  I would encourage a yearly (or
better) bump.

Can you give some reason why? Seems kinda stale upstream, nothing in tree uses it... And it's -bin while we should be building from source.
