/usr/share/man/man1/gpg.ru.1.gz

should be installed as /usr/share/man/ru/man1/gpg.1.gz
with LINGUAS=ru.

Reproducible: Always
Steps to Reproduce:
1. emerge gnupg
2. man gpg.ru
3. ls /usr/share/man/man1/gpg.ru.1.gz

Actual Results:  
ru man page installed in the wrong place.

Expected Results:  
ru man page installed only with LINGUAS=ru and in the right place

note for myself: parted seems to have the right sort of automake thing for 
making multinational man page support.

fixed in app-crypt/gnupg-1.4.2-r2. 
 
Need to do a proper fix for upstream.
