When I ran 'emerge qt', the qembed tool was either not built or not copied over
to the proper directory. qemebed is a tool that taks image files and outputs a
header file so that image data can be embeded directly into a qt application. 

Reproducible: Didn't try
Steps to Reproduce:
1.emerge qt
2.look for the qembed tool 

Actual Results:  
I was unable to find qembed

Expected Results:  
Built qembed.

I'm seeing this on x86 as well, so I don't think it's platform-specific.

the ebuilds now install qembed.
