forums.gentoo.org check if Google Web Accelerator is running and deny access if
it's running. the check however isn't correct, because in Google Web Accelerator
you can disable acceleration for specified sites. even if forums.gentoo.org
isn't accelerated it isn't possible to connect to the forums. users need to
disable/stop GWA for all sites before users can connect to the forums.

From what I've read it isn't possible to distinguish between an accelerated
request and a non-accelerated one from our end if the user is using GWA.
