i just saw in the other distro the already embed in 'hijri' application such as 
itool, http://www.arabeyes.org/project.php?proj=ITL

and also hdate, http://oscc.org.my/projects/hdate/

No progress here for 1 year, closing WONTFIX. Feel free to reopen with an ebuild.
