To build KMess 0.9.7, just copy the KMess 0.9.6 ebuild and rename to 0.9.7. I just tested it and it works fine for me. (the attached e-build is just the 0.9.6 script). The KMess SourceForge page shows a version called 0.9.7-2. I was unable to make this version work.

What do you mean wrt 0.9.7-2? Compilation error? If so, could you please paste the output here?
wrt 0.9.7-2, the problem was my own inexperience with Portage. In any case, I just got 0.9.7-2 working and will attach the ebuild for it. (Seems to work fine on my PC). However, I am not clear on the proper way to name the file. 0.9.7-2.ebuild will not work, of course, and 0.9.7.2.ebuild is innacurate and makes things messy. My solution was to keep the name 0.9.7.ebuild and change the P and S variables to download and install 0.9.7-2 instead. Is this correct? I didn't see any info in the ebuild-HOWTO.
