At the beggining of QA section you can read: "Note: As of 17 Dec 2002, Nick Jones (carpaski) is the Portage Maintainer." AFAIK, carpaski isn't the current portage maintainer. Don't send a patch because don't know what would you like to put there or if you just want to delete the note. Cheers.

Haven't checked back, but I'd kill the whole section and just say "You aren't allowed to commit in gentoo-x86/sys-apps/portage/*" as those who may touch it are aware of it, I think we have enough redundancy these days that the whole exception stuff is void.
How about: <p> Only members of the Portage team (who know who they are) have the authority to release new releases of Portage. <b>No one</b> else is allowed to roll new releases of Portage. </p> ... and get rid of all the other crud ...?
