Since "config-dir" is compiled into the binaries any custom configs will have to
be in this directory (webapp-config can't do anything about this). Since this is
the case, shouldn't htdig's config directory be set to something /etc (or maybe
/var). Webapp-config could create htdig.conf.$HOSTNAME files or something, but
they still have to be in the "config-dir".
