Can not test ebuild until keyword added.

Reproducible: Always
Steps to Reproduce:
1. ACCEPT_KEYWORD="~alpha" emerge trac
2.
3.

Actual Results:  
emerge failed

Expected Results:  
emerged correctly

You can, read the portage man age and add it yourself.
