Aparently there was a change in the oscar servers that changed the time for
requests.  Gaim uses a static value for this and as such over does it and causes
a rate limit error.  The link shows the gaim bug tracker.  Aparently patches
where sent to package maintainers.  Not sure if this includes gentoo but we
should look into this.  

There is also a homebrew patch here

Steps to Reproduce:
1.Open Gaim
2.Login to an AIM oscar account
3.Wait till error box comes up with Rate Limit Error
