I created a KDE utility that swallows WindowMaker & co. applets/docklets.  
This one is better (in many respects) than the default Dock Application Bar.  
  
It took me a little effort to convince it to install into /usr/kde/3, but  
now it seems to work. However, the application is supposed to be able to  
built under KDE1+2 as well! But then the QT requirements change. I was not  
able to think of a way of forcing those requirements into the ebuild, but 
I suppose there must be something like 'virtual-kde' available. Then, we can 
only require this.

Incoming kde ebuilds will I hope be finally processed after the upcoming rearrangements in the 
gentoo organization of development. 
Meanwhile notes on the ebuild, please fix and take to heart :-) 
- IUSE doesn't have anything to do with deps, the way you seem to think (?), it indicates which 
USE flags the ebuild recognizes. Your ebuild doesn't recognize any, so it should have IUSE="". 
- PLEASE use kde.eclass, which will fix all the following for you automagically. You could throw 
away 4/5ths of your ebuild and just say "inherit kde"... 
- don't depend on "kde", you surely don't ned all of kde, only kdelibs. in which case you don't 
need to depend on qt explicitly either... 
- install in /usr not /usr/kde/3

The website for this application says that it's not currently maintained.  The last release was 
5-29-2002.

I have stopped using the application altogether, since in KDE3.1 the
already-available appdock has improved dramatically.

And as the user above mentions, the application is no longer maintained.

I would suggest closing the bug by removing the ebuild.
