To begin with, the ebuild doesn't allow user CFLAGS. The same appears to be true for LDFLAGS. These and other configuration settings are apparently left to whatever upstream put in <${WORKDIR}/${PN}-2.2-9/highlight/makefile>. That said, the package is keyworded only for ~x86...
