vpnc 0.3.2 has its config in /etc/vpnc.conf  
  
I would suggest /etc/conf.d/vpnc.[runlevel] so I can have different vpns for  
different runlevels.

If you want such a feature, contact the upstream author. 
(Imho doesn't make much sense, you can specify different config-files on the 
commandline and can easily make a script running one of them according to the 
runlevel)
