"sci-biology/emboss-3.0.0" has spent more than a month in ~amd64, and other 
supported arches have stabilised it already.

Can we get a move on this, please? If you need help testing the package, just 
tell me.

yes, some testing instructions would be very helpful. i've managed to merge all
the emboss stuff, but don't have a clue how to test it :/

emboss-test.sh - A small test suite for EMBOSS

Here is a small script to test the installation. It will download a sequence
from a server, then do some manipulations, and finally compare the results with
reference files. If the tests are sucessful, the package is probably ready to
be stabilised on your arch. (See the comments in the file for more details.)

right, the script ran successfully, so emboss and all of its huge dependencies
are marked stable on amd64 :)
