The php5_0-sapi eclass is missing the sqlite-dependency, building php5 with 
USE-flag sqlite doesn't fetch it.

No need for a dependency, sqlite support is bundled in php-5*. See
http://www.zend.com/php5/articles/php5-sqlite.php
