The patch is not written by me, I only found it useful. Here's the information text:
This patch adds an switch called '-i' to the CVS command `add'.  The
switch will ignore any server replies so it will be possible to add
files without having read-write access to the repository. This is
mostly useful when running `cvs diff' after having created a bunch of
new files.  I will update this so that it will be possible to use
`cvs remove' in a similar manner.

that symlink is gone.
check out the cvsutils package for the same functionality.
