This is not acceptable behavior.. it should probably just be moved to 
pkg_config, but I'm not sure if this will break anything.

Let's get the facts right. The ebuild isn't interactive. The webapp-config part
of the installation is. 

Use the USE flag. That's what it's there for. Moving things into pkg_config
won't work, as portage is not aware of your vhosts.

A use flag should not determine whether or not a package has an interactive 
config.  Especially a non-default use flag.  The only place interativity is 
allowed is pkg_test and pkg_config

Very well. Please provide a patch that replicates the functionality of the
reconfig script in pkg_test or pkg_config.

Didn't think so.

The reconfig hook is no longer interactive, enjoy.
