I have blackdown java installed and the doc flag set.  However, emerge -uD 
system wants to pull in the java-sdk docs from sun which have the fetch 
restriction hence stopping the update process.  I notice the fetch resriction 
was added in response to a bug where the doc flag pulled these in.  It doesn't 
seem to have helped - why does emerge want to put the sun docs in?

Huh? Because it depends on dev-java/java-sdk-docs when you have USE=doc set.
