The ebuild for dev-perl/FCGI reports the licence as Artistic/GPL-2, but in fact the licence is a custom licence. However, the distfile (FCGI-0.67.tar.gz) contains a file called LICENCE.TERMS that indicates a custom BSD-ish licence. There is no indication that either GPL or Artistic licences apply.
