kino ebuild needs mjpegtools as dependancy.  will not be able to export captured
video to mpeg format otherwise

I don't think that this is a good idea.
kino does not need mjpegtools, it only adds extra functionality if it is present.
so it is correct that mjpegtools is no dependency. You always have the
possibility to install it after that.
Dependency means that something is required to build and/or run something.

But that 'extra functionality' is its Base Functionality.  If I cannot export my
captured videos to vcd/dvd/etc, then what good is the program?  From what I can
see, although mjpegtools is not strictly needed to build kino, it is needed to
use kino.

rdavis, use-var doesn't make sense. we already have far too much use-vars.
use-vars are only for packages which can be compiled in different ways.

reporter: I will add a note to the ebuild that installing mjpegtools is recommed.

I will do this when I find time to update kino to 0.6.
