the ebuild is a very standard perl module ebuild.  it inherits perl-module and
does basically nothing more.  it's a nice tool to have when writing system
maintenance stuff in perl.  :-)

better to use CPAN for this stuff

so the only reason to have anything in dev-perl is for dependencies from other
packages?
