Gnats seem to have xemacs as dependancy. Here is the output of emerge -av gnats:

Steps to Reproduce:
1. emerge -av gnats

Actual Results:  
I see that xemacs needs to be installed for gnats.

Expected Results:  
Installed gnats without gnats.

Downloading gnats from http://ftp.gnu.org/pub/gnu/gnats/gnats-3.999.2.tar.gz and
simply doing the standard dance (./configure ...) just works.

It's probably not the package you want. :=) For the gnats ebuild that *you*
mean, see Bug 90630.
