In the docs on http://www.gentoo.org/doc/en/handbook/handbook-x86.xml?part=2&chap=5

it states
"The env-update script will append the values in the alphabetical order of the
/etc/env.d files. This is why many of the files in /etc/env.d begin with a number."

Instead it should be made clear that the files must begin with a number,
otherwise evn-update will ignore it.
