ii think, it should be some info in docs, about doin emerge --sync  before doing
bootstrap (s1) or emerge -e system (s2).
I've tried 4 times install from stage 1 or 2, always got bug - cant find
neccesary but nonexist version of binutils :/ - emerge couldnt find non existing
file

So - wright info in proper place could be handy (in future)
