util-vserver configure script looks for 'ps' program and fails if it's not 
found. 

Reproducible: Always
Steps to Reproduce:
Emerge util-vserver on a system without 'ps' command 
 


Expected Results:  
sys-process/procps should get installed as a dependency

Fixed only for (unstable) 0.30.208-r3, not for (stable) 0.30.205-r1! 
 
 
PS: hardened USE-flag causes compilation errors in relation to dietlibc. 
Would be good idea to warn about it! (See bug #99778 for this)
