While attempting to merge apcupsd on my system as a new emerge the ebuild did an 
update emerge on gcc and binutils and then did it again, and then again.  Finally, 
interrupted the ebuild manually because it appearred to want to cycle forever in 
this loop.

No.  Just completed a merge of apcupsd on my up-to-date Gentoo system and it went normally.
