The handbook currently reads:

Gentoo uses /etc/conf.d/clock to set clock options. Edit it according to your needs.

# nano -w /etc/conf.d/clock

If your hardware clock is not using UTC, you need to add CLOCK="local" to the
file. Otherwise you will notice some clock skew.

That last sentence should be expanded to explain that Windows assumes the
hardware clock is local, hence users who dual boot should set CLOCK="local".

Many new users do not realize this and come to the forums, gentoo-user@, or
#gentoo complaining that their operating systems cannot agree on the time.
