Trying to emerge -u mod_php:

checking for sys/ipc.h... yes
checking for dlfcn.h... yes
checking for fopencookie... yes
configure: error: can not run test program while cross compiling

Reproducible: Always
Steps to Reproduce:
1. emerge -u mod_php
Actual Results:  
mod_php didn't compile.

Expected Results:  
mod_php should have compile.

You need to run revdep-rebuild (as you have been instructed to do when upgrading
mysql).

the fact that revdep-rebuild itself called the merge of mod_php before lib_www
makes me cry out in tears

I ran into the same problem (see #110138), but revdeb-rebuild doesn't solve the
issue for me...

so how do I solve this problem?

emerge libwww before running revdep-rebuild
