Hello infra folks, we need a ML for council discussions pretty please...

Reproducible: Always
Steps to Reproduce:
1. email gentoo-council@gentoo.org
2. wait in anticipation
3. reboot

Actual Results:  
I had to recover using the livecd

Expected Results:  
I was hoping for a breakfast croissant

Need more details:

1) is the list going to be moderated?
2) is the list going to be open for public subscription?
3) are archives going to be available?
4) can non_subscribed users post?
5) if the list is closed are there any other members to add except council members?
