Currently if libtool isn't installed and xfsprogs is emerged the system gives an
error and prompts the user should install libtool. Why isn't this a DEPEND?

libtool dependency is implied by system target, see
/usr/portage/profiles/base/packages; I don't see how you ended up without libtool.
