openssh-4.2_p1 needs at least sys-libs/zlib-1.2.3

Steps to Reproduce:
1. emerge =openssh-4.2_p1

3.

Actual Results:  
checking for possibly buggy zlib... yes
configure: error: *** zlib too old - check config.log ***

This is a bug preventing the build, not a security issue.
