Please attach the config.log - should be in
/var/tmp/portage/glibc-2.3.5-r1/work/glibc-2.3.5/ or similar.

I'm having the same problem.  The config.log file said it couldn't
find ac_nonexistent.h  while trying to compile conftest.c

Umm.  I seem to have resolved this problem on my own.
I think it was related to multilib.  I guess multilib isn't quite ready for 
prime time yet, so...

I vaguely remember that the solution was that you have to emerge the 
packages:
app-emulation/emul-linux-x86-{glibc,compat,baselibs,qtlibs,gtklibs,xlibs}

Anyway, I must have solved it, because glibc-2.3.5-r1 is now installed on
my system.
