Checking the patch on
/usr/portage/sys-apps/ifplugd/files/ifplugd-0.28-gentoo.diff, on line 9 it points
to "/usr/sbin/ifplugd.action". The ebuild installs the ifplugd.action script in
/etc/init.d/ifplugd.action. When I boot my computer, it does not detect the
network until I plug in again my network card.

Reproducible: Always
Steps to Reproduce:
1. emerge ifplugd-0.28-r1
2. reboot and check if the interface has an IP address
3. take the card out and put it in again (pcmcia card but using kernel drivers)

Actual Results:  
The network card does not have an IP address. When I checked the log it said it
tried to execute /usr/sbin/ifplugd.action. I symlinked /etc/init.d/ifplugd.action
to /usr/sbin/ifplugd.action and everything worked as expected.

Expected Results:  
Called /etc/init.d/ifplugd.action or installed ifplugd.action in /usr/sbin

resync and re-emerge - should be fixed
