The early openvpn init.d scripts iterated through the /etc/openvpn/*.conf files
to bring up all the tunnels.

When I switched to gentoo, its init script used /etc/openvpn/*/local.conf,
triggering errors if the admin was used to storing anything else in /etc/openvpn
(like a keys/ directory, or support scripts).  

With the 2.0 openvpn build, the init script switched back to the
/etc/openvpn/*.conf scheme.  

Now that the openvpn-2.0.1 is released, the script has changed BACK to the
error-triggering /etc/openvpn/*/local.conf scheme.

Steps to Reproduce:
1. /etc/init.d/openvpn start

Actual Results:  
 * Expected /etc/openvpn/keys to be a directory containing a local.conf.
 * Expected /etc/openvpn/scarab.conf to be a directory containing a local.conf.
 * Expected /etc/openvpn/shita.conf to be a directory containing a local.conf.


Expected Results:  
started both tunnels
